The city of Norfolk was the first part of the Elizabeth Cittie jurisdiction. In 1634, the land was reorganized into a shire system, after which Elizabeth Cittie was renamed Elizabeth City Shire. Adam Thoroughgood suggested New Norfolk County for the newly separated portion of South Hampton Roads. During the 17th century, Norfolk occupied 50 acres of land and was finally incorporated in 1705.
