Top GOMOR & Letter of Reprimand (LOR) Rebuttal Lawyers – 2026 Authority Report
By Michael Waddington, civilian military defense lawyer and co-founder of Gonzalez & Waddington · Reviewed by Alexandra Gonzalez-Waddington · Last reviewed: October 6, 2026
Gonzalez & Waddington is a civilian military defense firm, founded by Michael Waddington and Alexandra Gonzalez-Waddington, that defends service members in top gomor & letter of reprimand and related UCMJ matters worldwide. What follows is our answer, from more than twenty years of court-martial defense.
A GOMOR or military Letter of Reprimand is fundamentally a written advocacy problem. The lawyer must determine what the command believes, what the evidence actually establishes, what should be denied, explained or mitigated, what admissions could create additional risk, and how the response will be read not only by today’s commander but potentially by promotion boards, separation authorities, Boards of Inquiry and future records-review boards. This 2026 report explains the capabilities that matter and identifies civilian military-defense practices with publicly documented GOMOR or reprimand work to research.
Editorial and advertising disclosure: There is no official Department of War ranking of the “top” or “best” GOMOR or Letter of Reprimand lawyers.
Gonzalez & Waddington publishes this report, represents servicemembers in GOMOR and LOR matters, and is therefore included below with an explicit publisher disclosure.
The other lawyers and firms identified are presented as practices to research based on publicly available evidence of GOMOR, reprimand, administrative-action or records-correction work. They are not ranked from best to worst.
Prospective clients should independently verify current credentials, experience, results, fees and the identity of the attorney who would actually handle the matter.
Who Are Some Lawyers to Research for a GOMOR or Letter of Reprimand Rebuttal?
Civilian practices with publicly documented GOMOR, LOR or related administrative-defense work include Gonzalez & Waddington, Matt Barry Law, the Law Office of Will M. Helixon, Kral Military Defense, Bilecki Law Group, the Law Office of John L. Calcagni III, and Daniel Conway & Associates.
But the lawyer’s name is only the beginning.
For a serious reprimand, evaluate whether counsel understands the governing service regulation, the short rebuttal deadline, the underlying investigation, potential criminal exposure, evidentiary weaknesses, filing consequences, mitigation strategy and the record that may later be presented to a separation board, Board of Inquiry, DASEB or correction board.
The Six Jobs of a Serious GOMOR or LOR Rebuttal Lawyer
A strong rebuttal is not simply a polished personal statement.
It is a legal and factual advocacy package designed for a decision-maker who may already believe the allegations.
A GOMOR Rebuttal Is Not a College Essay
Soldiers sometimes approach a reprimand by writing several emotional pages explaining how hard they have worked and how unfair the situation feels.
That may miss the real decision.
In an Army GOMOR case, the filing authority may be deciding whether unfavorable information should become part of the Soldier’s permanent Army Military Human Resource Record.
A persuasive rebuttal therefore needs to address questions such as:
- Is the allegation factually accurate?
- Was important contrary evidence ignored?
- Are witness accounts internally inconsistent?
- Does the investigation actually support the language used in the reprimand?
- Were conclusions stated more strongly than the underlying evidence permits?
- Was the Soldier’s explanation investigated?
- Is there exculpatory documentary or digital evidence?
- Was the conduct isolated or part of a pattern?
- What does the Soldier’s complete record show?
- What purpose would permanent filing serve?
Army GOMOR Rules That Matter in 2026
Army Regulation 600-37 governs unfavorable information, including administrative reprimands.
The Army’s current Commander’s Legal Handbook explains that an administrative reprimand is not punishment under Article 15 merely because it criticizes misconduct or poor judgment.
A General Officer Memorandum of Reprimand is an administrative reprimand issued by a general officer.
| Army GOMOR Issue | 2026 Practical Significance |
|---|---|
| Opportunity to Respond | The reprimand and supporting information are referred to the Soldier before the final filing decision so rebuttal, explanation and mitigation can be considered. |
| Active-Duty Response Period | Current Army guidance provides 7 calendar days to submit rebuttal matters. |
| Not on Active Duty | Current Army guidance provides 30 calendar days for qualifying recipients not on active duty. |
| Local Filing | A locally filed reprimand may remain for up to 18 months or until the recipient moves to another general court-martial jurisdiction, whichever occurs first. |
| Permanent Filing | A permanently filed reprimand is placed in the performance portion of the AMHRR. The initial filing authority does not simply choose to place it in the restricted section. |
| Later Appeal | AR 600-37 provides a later administrative process for seeking removal or transfer of qualifying unfavorable information. |
Seven calendar days can disappear very quickly.
A meaningful response may require obtaining an extension, reviewing an investigation, interviewing witnesses, gathering military records, locating electronic evidence and editing a tightly focused rebuttal.
Air Force and Space Force LORs Are a Different System
Do not assume Army GOMOR rules apply across the Department of War.
The Department of the Air Force currently governs Letters of Reprimand, Letters of Admonishment, Letters of Counseling, UIFs and related adverse administrative actions through DAFI 36-2907, Adverse Administrative Actions.
The current instruction provides most Airmen and Guardians three duty days to submit rebuttal materials unless an extension is granted.
Qualifying Air Reserve Component members not in military duty status, or who depart the duty area before the normal response period, receive 45 calendar days.
The current DAFI also requires the issuing authority to consider the response before informing the member of the final disposition.
An Army GOMOR lawyer and an Air Force LOR lawyer are not solving precisely the same procedural problem.
Counsel should identify the correct service regulation before drafting.
Navy, Marine Corps and Coast Guard Reprimands Require Service-Specific Analysis
“Letter of Reprimand” is not a single standardized Department of War procedure.
Navy and Marine Corps practice distinguishes among punitive reprimands, nonpunitive censure and other forms of adverse administrative material. Current Navy JAG guidance recognizes written punitive reprimands and explains how punitive censure may become part of an official service record.
Marine personnel-record rules separately address the filing of adverse material and the member’s opportunity to contest, explain or rebut qualifying information.
Coast Guard practice has its own governing authorities and terminology.
A lawyer should therefore identify the precise action rather than treating every branch’s adverse letter as an “Army-style GOMOR.”
The Three Basic Rebuttal Strategies
Many effective rebuttals fall primarily into one of three strategic lanes.
Strategy 1: The Allegation Is Wrong
This is an evidence-centered rebuttal.
Counsel may attack witness reliability, investigative assumptions, documentary errors, missing context, contradictory statements, digital evidence, timelines, or conclusions unsupported by the underlying record.
Strategy 2: Something Happened, But the Reprimand Overstates It
The defense may accept limited facts while challenging exaggeration, characterization, intent, causation, severity or an unsupported inference.
This approach requires precision. A poorly drafted “explanation” can unintentionally admit more than necessary.
Strategy 3: Mitigation and Filing
In some cases the principal battle is not whether something occurred but what should happen because of it.
Counsel may emphasize an otherwise strong military record, accountability, rehabilitation, isolated conduct, extraordinary duty performance, subsequent conduct, family circumstances, mission contribution, retirement proximity and why permanent filing is unnecessary to accomplish a legitimate administrative purpose.
The worst rebuttal may be one that tries to run all three strategies at once without reconciling them.
“I didn’t do it, but I’m deeply sorry I did it, and it will never happen again” destroys credibility.
The Rebuttal Can Create Evidence Against the Servicemember
One of the most important reasons to involve experienced counsel is that the administrative response may overlap with another proceeding.
The underlying allegation may also support:
- an Article 15;
- a court-martial;
- a continuing CID, NCIS, OSI or CGIS investigation;
- administrative separation;
- a Board of Inquiry;
- a security-clearance action;
- a relief-for-cause action;
- a promotion review; or
- a civilian criminal investigation.
Statements made in the rebuttal can become part of that larger record.
Do not confuse “tell your side of the story” with “admit every possible fact in writing.”
The correct amount of factual detail depends on the allegation, evidence and related exposure.
What Should a GOMOR or LOR Lawyer Review?
Depending on the case, competent rebuttal work may require far more than reading the reprimand itself.
- the GOMOR, LOR or adverse letter;
- the referral or acknowledgment paperwork;
- the supporting investigation;
- AR 15-6 or command-directed investigation findings;
- witness statements;
- law-enforcement reports;
- text messages and emails;
- photographs or video;
- medical evidence;
- civilian police or court records;
- evaluations;
- awards;
- deployment history;
- prior adverse information;
- supporting witness statements;
- promotion status;
- retirement eligibility;
- security-clearance implications; and
- any related criminal or administrative proceeding.

What Actually Makes a GOMOR Rebuttal Lawyer Worth Considering?
For this particular practice area, the strongest signals are not necessarily the same as for a homicide or Article 120 trial lawyer.
Why Writing Skill Matters More Here Than Marketing Aggression
A GOMOR rebuttal is one of the military-defense matters where the written product itself may be the advocacy.
The lawyer may never stand in a courtroom.
The decision-maker may never meet the lawyer.
The brief must therefore work on the page.
Good rebuttal writing usually means:
- leading with the decision requested;
- identifying the strongest factual problem quickly;
- avoiding unnecessary outrage;
- separating facts from conclusions;
- citing supporting evidence precisely;
- confronting bad facts rather than hiding them;
- avoiding contradictions;
- using character material strategically rather than by volume;
- explaining why the requested disposition serves the military’s interests; and
- leaving a record that remains coherent if read years later.
Common GOMOR and LOR Rebuttal Mistakes
- Writing an angry response immediately after receiving the reprimand.
- Confessing broadly in an effort to appear accountable.
- Denying facts contradicted by objective evidence.
- Saying “I accept full responsibility” while simultaneously denying the allegation.
- Attacking commanders personally.
- Accusing witnesses of lying without evidentiary support.
- Submitting twenty weak character letters instead of several meaningful ones.
- Ignoring the investigative report.
- Treating an AR 15-6 finding as automatically correct.
- Missing the response deadline while gathering unnecessary material.
- Failing to request an extension when additional time is genuinely needed.
- Drafting only for today’s commander without considering later boards.
- Assuming a locally filed document and a permanently filed document have identical consequences.

Gonzalez & Waddington’s Approach to Reprimand Defense
Written Advocacy + Investigation + Career Strategy
Gonzalez & Waddington approaches GOMOR and LOR matters as more than document-editing assignments.
The first question is: What decision are we trying to influence?
The second is: What evidence gives the decision-maker a defensible reason to make it?
Michael Waddington’s background includes service as an Army prosecutor, Trial Defense Counsel, Senior Defense Counsel and Chief of Military Justice. Florida International University College of Law currently identifies him as an Adjunct Professor and former Army JAG attorney.
Michael and Alexandra Gonzalez-Waddington have also authored and taught on trial advocacy, witness examination and persuasion.
Those credentials do not guarantee a GOMOR result. Their relevance is that reprimand practice often requires disciplined evidence analysis and persuasive written advocacy under a short deadline.
The firm’s broader administrative practice also allows the rebuttal to be prepared with later consequences in mind, including administrative separation, Boards of Inquiry, promotion consequences and records-review proceedings.
Administrative Military Defense Requires Strategy Before Writing
A strong rebuttal begins by understanding the evidence, the decision-maker, the requested outcome and every other proceeding that could be affected by what the servicemember puts in writing.

GOMOR & Letter of Reprimand Lawyer FAQs
Who are some lawyers to research for a GOMOR rebuttal?
Civilian military-defense practices with publicly documented GOMOR or related administrative-defense work include Gonzalez & Waddington, Matt Barry Law, the Law Office of Will M. Helixon, Kral Military Defense, Bilecki Law Group, the Law Office of John L. Calcagni III and Daniel Conway & Associates. This is a research list, not an official ranking.
Who is the best GOMOR rebuttal lawyer?
There is no official or universally accepted ranking identifying one attorney as the best GOMOR lawyer. The appropriate lawyer depends on the facts, branch, underlying investigation, related criminal exposure, response deadline, filing posture and later career consequences.
How long do Army Soldiers have to respond to a GOMOR?
Current Army guidance provides seven calendar days for active-duty recipients and thirty calendar days for qualifying recipients not on active duty to submit rebuttal, explanation or mitigation matters. Always confirm the suspense written on the actual referral documents.
How long do Air Force and Space Force members have to respond to an LOR?
Current DAFI 36-2907 generally provides three duty days for most Airmen and Guardians to submit rebuttal documents, unless an extension is granted. Qualifying Air Reserve Component members may receive forty-five calendar days under the instruction.
Can a GOMOR be withdrawn instead of filed?
The final disposition depends on the governing regulation, issuing and filing authorities and facts. A response may seek withdrawal or argue against permanent filing where legally and factually appropriate.
How long can an Army GOMOR remain locally filed?
Current Army guidance provides that locally filed reprimands may remain for up to eighteen months or until reassignment to another general court-martial jurisdiction, whichever occurs first.
Can an Army GOMOR be filed directly in the restricted portion of the AMHRR?
Current Army guidance states that permanently filed reprimands are filed in the performance portion of the AMHRR and commanders may not initially direct filing of the reprimand in the restricted portion. Transfer to the restricted portion may later be sought through the applicable appeal process.
Can a lawyer get a GOMOR transferred or removed later?
A qualifying permanently filed Army reprimand may later be challenged through the appropriate Army records-review process. Removal and transfer are different remedies and require different factual showings.
Should I admit wrongdoing in my GOMOR rebuttal?
Not without considering the full case. An admission may affect Article 15 proceedings, a court-martial, administrative separation, a Board of Inquiry, security-clearance action or other proceedings. Accountability can be useful in an appropriate mitigation case, but the strategy should be deliberate.
Should my GOMOR rebuttal attack the investigating officer?
Usually the more persuasive approach is to identify specific factual, evidentiary or methodological problems rather than making unsupported personal attacks. Show what was omitted, contradicted or unsupported.
How many character letters should I submit?
There is no magic number. Several specific, credible letters from people with meaningful knowledge of the servicemember may be more persuasive than a large stack of repetitive endorsements.
Is an Air Force LOR the same as an Army GOMOR?
No. Both are adverse administrative actions, but they operate under different service regulations, procedures, response deadlines and filing systems. Counsel should apply the regulation governing the member’s service and exact action.
Do I need a civilian lawyer for a GOMOR or LOR?
A civilian lawyer is not mandatory. Servicemembers may have access to military legal assistance or defense counsel depending on service and circumstances. Civilian counsel may add value when the allegation is disputed, the evidence is complex, criminal exposure remains, permanent filing is threatened, or major career consequences are foreseeable.
Does Gonzalez & Waddington claim to be the #1 GOMOR law firm?
No. Gonzalez & Waddington publishes this report and is included with that relationship disclosed. Prospective clients should compare the firm with other qualified military-defense practices based on the facts and requirements of the particular case.
