What Is a GOMOR in the U.S. Army?

A General Officer Memorandum of Reprimand (GOMOR) is a formal administrative reprimand issued by a general officer. It can be filed in a soldier’s local file (performance file) or in their permanent AMHRR (Army Military Human Resource Record). GOMORs are not court-martial convictions, but they can end careers just as quickly.

Two Types of GOMOR Filings

  • Local Filing: Seen only by your chain of command; typically removed after a set period.
  • Permanent Filing: Filed in your AMHRR and visible to future promotion boards.

Why GOMORs Are So Damaging

Even without a criminal conviction, a GOMOR can:

  • Trigger separation boards or QMP (Qualitative Management Program) flags
  • Block promotions and command opportunities
  • Label you as a liability to your unit and leadership

How to Respond to a GOMOR

How to Fight a GOMOR in the U.S. Army | Military Defense GuideYou are typically given 7–14 calendar days to submit a written rebuttal. The clock starts as soon as you receive the GOMOR, so immediate action is essential.

Steps to Take Immediately:

  1. Hire a military defense lawyer with GOMOR experience
  2. Request all evidence and investigation documents
  3. Gather character statements and sworn affidavits
  4. Prepare a compelling rebuttal that attacks both facts and fairness

Winning a GOMOR Rebuttal: Core Strategies

Success depends on combining legal precision with command persuasion. The rebuttal must address both the incident and your character.

Key Strategies:

  • Expose weak or biased investigations: Challenge investigative gaps or bias
  • Highlight due process violations: Denial of counsel, flawed notice, etc.
  • Present mitigating factors: PTSD, operational stress, misconduct context
  • Show exemplary service: Awards, deployments, peer evaluations

What Happens After Submission?

Your rebuttal is reviewed by the issuing general officer. They may choose to:

  • Rescind the GOMOR
  • File it locally
  • File it permanently

This decision is usually final and rarely reversed unless appealed through the Army Board for Correction of Military Records (ABCMR).

Can You Appeal a GOMOR Later?

Yes. You can petition the ABCMR to remove a GOMOR from your file, but success rates are low unless you present compelling new evidence or legal error. This is why a strong rebuttal is critical the first time.

When Should You Hire a Civilian Attorney?

If your career, retirement, or security clearance is at stake, hire an experienced military defense lawyer immediately. Judge Advocates (JAGs) are often overloaded and cannot always deliver the aggressive response your case demands.

Benefits of Hiring Gonzalez & Waddington:

  • Specialized in GOMOR defense and rebuttals
  • Authors of multiple books on UCMJ and military trial strategy
  • Proven track record fighting GOMORs, separations, and boards
