What Is a GOMOR in the U.S. Army?
A General Officer Memorandum of Reprimand (GOMOR) is a formal administrative reprimand issued by a general officer. It can be filed in a soldier’s local file (performance file) or in their permanent AMHRR (Army Military Human Resource Record). GOMORs are not court-martial convictions, but they can end careers just as quickly.
Two Types of GOMOR Filings
- Local Filing: Seen only by your chain of command; typically removed after a set period.

Can You Appeal a GOMOR Later?
Yes. You can petition the ABCMR to remove a GOMOR from your file, but success rates are low unless you present compelling new evidence or legal error. This is why a strong rebuttal is critical the first time.
